The harbor inspections system can help harbor security personnel to find security risks in the daily construction of the harbor as soon as possible, and remove the harbor security issues in the day-to-day operations, according to which harbor security department can take immediate measures to avoid losses in the construction of harbor security. However, with the continuous improvement of the degree of social information and the quick development of harbor, harbor security inspection staff to inspect the system’s hardware and software have become increasingly demanding, what’s more, the traditional electronic inspection system has many limitations, thus, it is necessary to research a audio communication system based on harbor-site inspection staff real-time location intelligent language, which is important for the construction of harbor security management and emergency dispatch.This thesis first designs a dedicated WIFI LAN based on the actual status of harbor site, and then researches and designs a PC station machine server and Android client based on the private LAN, the new electronic inspection system for harbor system architecture, and the architecture, which combined with the current demand for the safety of the harbor construction management, real-time multimedia audio and video communication, centralized scheduling and position monitoring, data transmission and processing functions. And finally makes the entire system coding work and system testing. The main research content of this thesis is:(1) The design of system architecture. It designs the system architecture for a harbor based on the WIFI network that consists of PC station computer server and client for Android consisting of, which has realized designing a scalable infrastructure scheme for the system.(2) The solution of key issues design. This thesis designs and implements the design of multimedia instant communication scheme, the data structure design of network data packets, the design and implementation of alarm scheme based on the process of multimedia real time communication, which can provide technical reference for the system function realization.(3) The design and implementation of PC server and Android client. This thesis realizes the main function of the PC server and the Android client based on the system architecture design scheme and the key question technology plan, which is conducive to the construction of harbor security management information.The main contribution of this thesis is have designed and implemented a new electronic harbor inspections system based on the WIFI network consisting of PC station computer server and client for Android. The Android client harbor security inspection staff can take advantage of the system, such as real-time voice and video communication with the central control station, or the transmission of data; the PC station machine servers can help the center to control the entire inspections process visualization of real-time monitoring and real-time scheduling, easy to respond to emergency calls and other emergency incidents, both server and client both complexes to meet the management needs of the current harbor security inspection staff, digital and intelligent construction of harbor security, which can provide theoretical reference and technical reference for information construction of electronic harbor inspections system.
