With the development of computer technology and coming of big data era, administration of information relies on computer technology more and more. In the informatization society, it is the precondition to conduct science study and decision management for management and utilization of information resource efficiently. Database technology is the core of different information systems such as management information system, office automation system, decision support system and so on. It can make data store in computer organized to adopt database system for management of information. In such condition, data has only a little redundancy, high independence, high sharing, and it has advantages to clear up, process, share, store, utilize data.Remote sensing image is got by sensor which carried by platform at different height, and it record the electromagnetic wave energy of surface features. Interpretation keys can direct reflect image features information of discriminated objects. Database is set of data. Interpreter can use these interpretation keys to identify objects, phenomena,properties, types and conditions from images. So it is significant for human-computer interaction interpretation of remote sensing data. It can improve remote sensing data’ usage on collection precision, accuracy, objectives of fundamental geography information data to build remote sensing image interpretation keys database. It is basis and key points of visual interpretation. It can enrich information and manage data conveniently to build remote sensing interpretation keys database. We also can study imagery mechanism of remote sensing image, classify features, sum up symbols and all these are the basis for automatic identification. Finally, we decide to build remote sensing image interpretation keys database.Demand analysis need to be sure the purpose, scope, definition and function of interpretation keys database. Interpretation keys of remote sensing image can reflect image features of surface features information directly. Interpreter can use these interpretation keys to identify objects, phenomena,properties, types and conditions from images. So it is significant for human-computer interaction interpretation of remote sensing data. It can improve remote sensing data’ usage on collection precision, accuracy, objectives of fundamental geography information data to build remote sensing image interpretation keys database. The building scope of interpretation keys database are mainly typical surface features. We describe interpretation keys from time features, spatial features, spectral features and property features. Interpretation keys database need to satisfy the function of input, output, compile, identification, inquire, search, update and administration.Some scholars study database of city cadastral and city geography information in vector terrain, the studies solve the standard of database and make sure of the integrity of property data. And some scholars study the database of spatial information, the studies provide service about spatial information. We adopt multi-spectral data of Landsat7、 8. We analyze them from color, tone, size, shape, shadow, texture, location, group, pattern and so on. The typical classes are water, plough, residence, road and traffic, vegetable, industrial and mining area, rock, sand, saline-alkali soil, soil, ice and snow, cloud. We describe the features to build interpretation keys from time, space, spectral, attribute. In the article, we select thirteen kinds of typical surface features, and they include thirty-two kinds of subclasses. There are fifty sub-folders, and each folder includes remote sensing image, spectral curve and its original data, description of interpretation keys. Part of the folder has outdoor photos. There are some content in the description of interpretation keys such as type of data, color composition scheme, time of data, coordinate, location, class, sub-class, color, shape, spatial relation, terrain and landform, texture, shadow and river system. Interpretation keys database need to show remote sensing images, spectra, photos and explanations of surface features.Interpretation keys database here adopt C# language to compile the codes. C# language is a kind of secure, steady, simple and elegant language which produces by Microsoft. The interface of interpretation keys database is simple and apt to be learned and applied.Interpretation keys database need to satisfy the function of input, output, compile, identification, inquire, search, update and administration.The first chapter is the introduction of research background and significance for interpretation keys database. It sums up the current situation of database and remote sensing interpretation for domestic and overseas, and it states the basis study content. The second chapter is the instrument of development. The third chapter is the statement of fundamental theories for database and remote sensing. The forth chapter is design and development which contains demand analysis, logic structure design, physical structure design, interface design and compile of code. The fifth chapter is data storage of database, remote sensing features and explanation of interpretation keys. The sixth chapter is the test of system. The last chapter is the total summary to the article.
