In recent years, with the rapid development of Mobile Internet, the data traffic of Mobile Internet increases dramatically which presents huge challenges for the QoS of Mobile Internet. Mobile media streaming, as a new popular Mobile Internet applica-tion service which requires high bandwidth and has great data flow, has been restricted by the current mobile network environment. Current mobile media streaming services are mostly used cellular network to provide streaming data to the mobile devices. This service mode causes a high data traffic costs to users, but also reduces the QoS due to the service station transmission bottlenecks when the number of users grows. There-fore, we can improve the QoS of mobile media streaming services by build local data exchange networks used mobile devices to provide local exchange of streaming data.A mobile ad hoc network (MANET) is a self-configuring infrastructureless net-work of mobile devices connected by wireless. MANET has the properties of dis-tributed, centerless, self-organized and mobile nodes, which make it possible to fast construct, easy to survive and do not need exist network infrastructure. Therefore, we can adopt MANET as the network structure to build the local data exchange network used mobile devices.In this paper we research on MANET based on smartphones, finally design and implement a MANET system on Android Phones and evaluate it’s performance in actu-al system running environment, makes it possible to create mobile devices collaborative mobile media streaming service. The main works of this paper is as follows:First, we design and implement a MANET system on Android Phones. The sys-tem allows multiple Android phones to build local data exchange network in the form of MANET, reduces the mobile network data transmission pressure and improves the network QoS. The system also provides Java external libraries for potential developers in the future.Second, to ensure the operational stability of MANET, we design and implement a dynamic IP address management strategy for MANET on smartphones which makes it possible to allocate and recover IP addresses efficiently when a node joins and leaves. We also monitor the topology change of MANET, design strategies to recover IP ad-dress when network segmentation happens and to avoid IP address conflict when net-work convergence happens.Third, we research and implement AODV routing protocol for MANET on s-martphones, provide high performance multi-hop data transmission between Android Phones for our system and ensure the stability of data transmission in situations which network topology changes dynamically.
