"To develop science and technology, we must begin with metering." Today when science and technology is growing, the management of measuring instruments must be improved with the continuous development and progress of the state and society, especially in the field of trade settlement and economic accounting. Many disputes due to the measurement inaccuracies, lack of standards or arbitrary charges has brought more obstacles to the economic development. At present, the Measuring Instruments System around the cities of Fujian Province use self-building mode, whose data format is not standardized, the costs are not uniformed, and the certificates style are messy, which made the credibility of the Calibration mechanism was sorely questioned and called for a unified consolidation management.This paper describes the design and implementation process in Fujian unified measuring instruments test system. Through the study of the development background, the importance of system development is found; and then collect demands on the system from all levels of users, conduct the analysis and confirmation, apply UML use case diagrams to the system functional requirements for visual description; according to the analysis results, conducted the system architecture overall design on a mature development supporting platform, use class diagrams, sequence diagrams to described in detail design system functions; design system database and table results, considering the actual efficiency for the database application partition; through coding and testing, to achieve system main function interface, and gives the implementation code of some functions; finally realized provincial unified management system of measuring instruments basically meet the province’s users. The system uses the B/S structure, Oracle database, deployed by the provincial centralized model, for the measuring instruments agency application on the provincial, urban and county levels, the main features includes four parts:verification of measuring instruments, cost management, quality assurance system and basic data management. Measuring Instruments subsystem as a core subsystem, covered the data of the entire business process of measuring instruments verification, especially the use of the distribution process for certificate consolidation, greatly improving the efficiency of certification; cost management subsystem as the collection system of measuring instruments verification fees, is operated by Finance personnel only; by the quality assurance system to conduct random supervision over verification, improving test quality; the basic data management, includes management and maintenance such as charges, verification basis, certificate templates, and appliance record information, in which charges only maintained by provincial administrator.After trial operation and a comprehensive promotion of the system, system functionality is to meet the business needs of the provincial users. The system is stable, and could support the province’s measuring instruments verification business. By setting a unified verification flow, unified test basis, unified fees, unified certificate templates to meet the basic requirements of standardized and normalized management of the provincial compulsory measuring instruments verification.
