With the rise of online shopping and the continuous expansion of e-commerce, express delivery industry has been greatly promoted and development. As the beginning and end part of courier services, express terminal delivery service quality is the main factor that affecting the development of express delivery industry. However, in our country the express terminal delivery always have the problem of low information utilization, poor controllability and low flexibility, which also resulted in bad response to the dynamic needs of customers. The backlog and delay distribution of express parcel caused by e-commerce sales promotion has greatly shown the defect of express terminal distribution. Express terminal distribution optimization problem has become a serious problem to express delivery industry.This paper uses the mobile Internet and traditional PC Internet technology to design and implement the express terminal logistics service system, it aims to realize the controllability and flexibility of terminal distribution by improving information utilization. Based on the actual needs of the express terminal distribution chain, this paper designs and implements the express terminal logistics service system. This paper mainly includes the following aspects of work:Firstly, through analysis of the express terminal distribution to define target users, then design system function based on users characteristics. Providing customers with the mobile App and Web portal to obtain express services, the main functions are sending express, real-time express tracking query, real-time service time window change. Providing express industry with management and monitoring platform, the main functions are maintaining express service information, distributing delivery task, adjusting distribution tasks dynamically. And providing mobile App to courier to achieve the high controllability of express terminal delivery.Secondly, targeting on the issue of dynamic scheduling of courier’s delivery tasks. Create the mathematical model of the issue of dynamic scheduling of courier’s delivery tasks, then realize it based on Variable Length Rolling Horizon Strategy and Tabu Search Algorithm. Finally, the TSP Lib data set and Baidu Maps API analog data is used to analyze the availability of the algorithm.Thirdly, this paper divided the express terminal logistics service system into several sub-modules, and carry out the detailed design and implementation. Take Android OS as mobile application development platform, accomplishing the detailed design and implementation of customer’s App as well as courier’s App. Take Spring + Jersey + Kendo UI as the development framework of customer’s web portal, accom- plishing the detailed design and implementation of customer’s web portal site. Then set up Restful Web Service to customer’s App by using Jersey. Take Spring + Jersey + Kendo UI as the development framework of management and monitoring platform, accomplishing the detailed design and implementation of this platform. Then set up Restful Web Service to courier’s App.Finally, use white-box testing and black-box testing achieve functional verification. Realize white-box testing of the express terminal logistics service system by using Srping Junit.
