Broadband Trunking Systems is the future direction of the cluster communication, which builds on the basis of the public network business model is an effective way to expand and enhance cluster performance. TD-LTE technology is the next generation of wireless communication technology, which is one of the important criteria next generation public network technology with independent intellectual property rights of Chinese wireless communications technology. Then promoting TD-LTE virtual private network technology harmonization of standards and development, both China will have a profound impact on the future of independent research capacity wireless communications industry. Combined with the original cluster user quality of service requirements and the public network technology TD-LTE standard, for example the specific needs of military, security, service, and transportation industries, the establishment of a series of technical standards to achieve true reusable meet more scenes of TD-LTE virtual private network services.This paper analyzes the TD-LTE key technologies and virtual private network design. Knowing the TD-LTE technology can bring cluster communication business development, and leads to the future development direction of the cluster virtual private network. The network of the VPN Construction of the proposed design method appropriates for future expansion and development of private network services. For taking full advantage of system resources and providing services to ensure that users of the network, the paper designs dynamic random access algorithm and resource allocation algorithms. Then through the simulation and analysis of design algorithms to verify the correctness and feasibility of the design algorithm.This paper uses the combine of multi-model backoff algorithm of random access control algorithms, in which success rate of random access and average access delay of these two conflicting parameters can be changed to a certain extent and self-control. After the user random access, frequency resource allocation is the major consideration in the next part. The paper proposes a downlink resource allocation algorithm basing on dynamic priority control system as an important reference resource allocation system and prioritization, which is rarely considered in the past trunking communication system design. Mainly the reason of the limited number of resources in the past communication systems, a limited system capacity and resource diversity of signaling mode support problem. These problems have be given effective solution in the TD-LTE technology.
