The Design And Implementation Of The Evaluation Experts Management System Of Metro Corp

Openness, fairness and equal opportunity have become the prime concerns for government procurement in C hina in the past few years. In order to achieve this, Guangzhou Metro Corporation have put a lot of efforts to build a tea m of high-profile evaluation experts. This generates a demand for an evaluation panel management system.This dissertation provides an in-depth analysis of the current panel management system, particularly in its flaws such as inefficiency in panel selection and management as well as bid evaluation. Based on this analysis, a new evaluation panel management system is proposed to reshuffle the evaluation process and lower the risk of any potential operation mistakes.Design of this proposed system is explained based on a comprehe nsive analysis of its requirements. The system has been developed on a.Net-based K iss-U framework. Its functionalities includes evaluation expert recruitment and dismission, panel selection, project management, as well as other auxiliary function. It has been deployed for trial since October, 2014 and significantly improved the work efficiency of Guangzhou Metro Corporation, as the user feedbacks suggested.
