As a subsystem of High Frequency Monitoring Optimization System from Territorial Resources, Tracking Evaluation System can realize System logging, Mineral product data inputting, Mineral product detection querying, Mineral product area change detail and summarizing, Urban planning statistics, Satellite evaluating statistics, Extracting illegal pattern spot etc. Simultaneously. It can evaluate and count the alarm case of other subsystem( Collecting end Unattended System, Managing end System, Displaying end System and Supporting System), to solve the simplex monitoring data, passive acquisition, low frequency update, low safeguard of accuracy existing in current land and resource administration, as a result, which makes testing data a unified evaluation management and statistical exhibition, meanwhile offer informationized processing service for land and resource administration.This paper firstly introduce the background, significance and reasearch at home and abroad domestic and overseas. Based on deep research against ArcEngine and other relevant technique, this paper also analysis and utilize the advantages of ArcEngine to discuss the research and implementation of GIS Spatial Analysis method, including Buffer and Spatial Topological Relation analysis, improved polygon topology relationship algorithm and polygon cut algorithm, Then it is successfully used in the System, along with optimizing the Circular Arcs Method part to constitute convex angle of the Straight-Line Method, combine specific example with amalgamate buffer algorithm polygon topology, convex angle of the Straight-Line Method and Geometry Parts Buffer Zones, complement each other’s advantages and finally synthesize into the algorithm that apply to this System, that is irregular buffer generation algorithm with constraint condition. Secondly, processing deep summary and conclusion with Tracking Evaluation System, detailed design and finally accomplish the development and test for the System. After several months of probation, it has been successfully used in XX city’s land and resources bureau.It is shown on the study that full use of GIS Spatial Analysis Technology, can make the System better satisfy users’ needs, be flexible while achieving accuracy and efficiency, and effectively solve problems like tracking evaluation statistic, roads and rivers planning statistics, spatial orientation etc. It improves the supervise and control of administrator for the urban change, make the administrator microscopically master the urban change, formulate and modify the policy which is good for urban planning and construction.
