The satellite communication, depending on its advantages of wide communications, high reliability, easy implementation of multi-access communications, has become the main means of modern communications and widely applied in various areas, like military, weather forecasts, radio, television,ocean observation and navigation positioning, ect. Satellite Control Network serves as exclusive monitor and tracking network, after satellite is in orbit. The safety of it is directly related to the reliability and validity of satellite communication.Quantitative and comprehensive security risk assessment on Satellite Control Network does favor to accurately master the potential security incidents, so as to timely and effectively take security measures to ensure the Control Network stable and efficient operation. Therefore, this thesis, based on research of information system security assessment basic theories, focuses on the assessment method, model and realization of satellite control network security risk to carry out the research. The research results have great value and significance.In algorithm aspect, this thesis researches the basic theories and process of Analytic Hierarchy Process(AHP) and Fuzzy Integrated Evaluation. In regard to "false expert" problem about algorithm on index weight calculation, it proposes Integrated Clustering Analysis Improved Algorithm, excluding great diverged expert opinion on the outcome of the weights interference.Through synthetic weighted, it makes the final evaluation results more convergent and fully reflects the expert groups’ evaluation opinion.On model, this thesis deeply researches the general architecture and nodes’ composition of Satellite Control Network, builds security domain model and ensures the Satellite Control Network security risk assessment boundary. What’s more, combined with the Satellite Control Network security reality, it decomposes and refines index elements that affect security incident risk value, designing index system structure suitable for Satellite Control Network security assessment,proposing the satellite control network security risk computing model and further verifying assessment model scientificity and rationality.In reality, combining the thesis stating evaluation theories, I research and develop a set of security risk assessment software. It has been obtained practical application. This software works efficiently, easy to operate, friendly human-machine interface and supports database dynamic expansion. Making use of this software can more accurately and intelligently evaluates the Satellite Control Network security risk.
