Hunan local taxation system carries out science and technology tax strategies actively, and speeds up taxation software development and applications by employing the full implementation of provincial data centralization as a breakthrough. A large number of sophisticated management projects have been developed, especially massive concentrated provincial integrated collection and management system. There are 16 applications running on the network in the provincial local tax system. The information technology of Hunan local taxation system obtained rapid development, and the amount of information is increasing rapidly. At the same time, the main proble ms appeared. The users have a user account or password in each application, and it is hard for them to remember that. There is a single IP address or URL for each system and everyday tasks had to be completed by switching between various systems. Various databases are used in different systems and are built on a variety of operating systems and heterogeneous hardware. There is no uniform standard for the Agencies and user data formats between each application. Massive taxpayer data in various systems can not fully integrated and exploited. System functions fragmentation causes some problem such as unclear workflow. So there is an urgent need to integrate the various business systems.This research aims to provide a unified platform for the daily office services of all employees in Hunan local tax office, try to provide a unified business system access entrance and personalized business resource exchange and to display platform for several independent business systems within the Hunan local taxation intranet; What’s more, to use data integration, application integration and interface integration technology to integrate current and future business systems; Last but not least, to provide an integrated specification in the construction process and the integration standard for old and new business systems and integrated office platforms.Main research work of this paper consists of the following aspects:First, a unified login authentication system is built which integrates many fragmented software into a whole, i.e., an integrated office platform. It gives a detailed analysis of systematic requirement of Hunan local taxation integrated office platform, business processing requirements and data processing, especially duplication of data entry, not unified, the cross or split of system functionality, non-convergence workflow, and proposes novel scheme. Systematic functional structure diagram and business process diagrams are drawn by combining the various functions and the various processes wants integration, modeling and demonstration in local tax office platform.Second, the overall design approach of Hunan local taxation integrated office platform is proposed by the analysis of unified login authentication method and interface specifications and other technical services, which includes development background, the overall framework and implementation methods, function modules, the basic operation methods and data display, the extraction process.Third, the system is designed and implemented in detail according to the high reliability and scalability requirements. The JAVA language with the standard J2 EE is used in the main applications of the software. Open OpenID is used to be the digital identity framework to achieve a unified login authentication. Massive centralized collection system as Tuxedo is used for Transaction middleware. The centralized storage between Institute and users is implemented by using Oracle database. Use ETL data exchange tool to achieve data display calls in intranet of data from internet, and push agencies and user base data to other target systems via WebService way.
