With the development of science and technology, railway technology is changing rapidly, and stable operation speed of the train increasing. As a convenient, stable, cost-effective method of transportation, more and more people choose to take the high-speed rail travel. Development of science and technology has also brought the development of mobile Internet. Passengers demand high-speed wireless data transmission services such as voice calls, video chat and mail anywhere and anytime. Meanwhile, the stable operation of the high-speed train is inseparable from the stable transmission of control information. On the other hand, due to the Doppler shift caused by the fast-moving, channel fading, frequent handover, group handover and other issues, the stability of wireless data transmission had a great impact. Handover is one of the most important problems affecting the high-mobility communication. Hence there is the need for specialized research to improve the handover quality and reduce the handover frequency so as to meet demand for broadband access on the train.This paper introduces radio resource management in the existing high-mobility wireless communication system. Then several major issues affecting the high-speed mobile communications are introduced. Finally, the paper discusses the problems associated with the handover in detail and gives the gain and loss brought by high-mobility communication.In the paper, we proposed a seamless handover scheme under a two-layer network based on LTE handover. Theoretical analysis and simulation results show that the scheme can effectively reduce handover frequency, handover failure probability and outage probability of communication.
