The Design And Implement Of Resource Tax Certificate Issue Management System Based On The SSH2 Framework

Our country is a country rich in mineral resources, and the development of the mining industry has made tremendous contributions to Chinese economic growth. Especially some local government revenue consists of the mining industry and its most related industries. In order to sustainable development of resources exploiting, regulation the relationship between revenue and the use of state resources, in 1993, our country began to tax levy resource tax on units or individual producing taxable resources in terms of the amount of taxable resources.However, the exploitation place of taxable resources in our country are mostly some county away from city, of inconvenience traffic, sparsely populated areas. These industries are dispersed, secret, and mostly self-employed except for a few taxpayers medium-sized enterprises. So, it is not help to resource tax source control. In addition, weak administration caused a serious loss of resources tax. In order to strengthen tax collection and management of resources, our country regulated resource tax management approach in the sales tax in 1998 and. But the current "resource tax management Class B certificate" is still issued by the hand and not enter the tax information system due to various reasons. Neither it do enter into real time on the taxpayer to prove the authenticity of a single discriminate, nor can its deal with resource tax, which bring some inconvenience to resource tax administration. Therefore, the resource tax collection and management are of still much weakness, tax withholding resourcesto achieve scientific and information management is imminent.This paper focuses on the practical problem in the resource tax on Hunan local tax system. Combined with today’s popular Web application development technology, the detailed analysis and discussion are given, and a detailed design and implementation of this system is made. Main contributions of this paper are listed as the following.1、 The current situation of Chinese resource tax certificate management is mainly studied. Some problems of existing resources tax management in China are analyzed. Moreover, whether these problems is solved by our software techniques or not is further to discussed.2、 Research objectives and scope of the system is specified. The detailed systematic solution is proposed by combining the sophisticated Web application development technology. This paper studies the technical background and implementation methods based on SSH2, and carefully analyzed the characteristics and advantages of this technology, which will ensure that the selected technology framework can meet the system’s goals.3、 In order to achieve system goals, the paper uses the basic methods and development process of software engineering to analyze the system’s overall functional requirements, performance requirements, functional module requirements. Then it gives the design and implement of the system by combining requirements analysis. Finally, the systems objectives are achieved.By the design and implementation of resource tax certificate issue management system, we realized that the tax service personnel issue resources tax certificate and simple statistics retrieval from the internal network. Withhold units can check the certificate real-time via the Internet. This solve some shortcomings of the resource tax certificate issue administration issued, and provide technical reference and valuable experience for further application of SSH2 framework technology in Hunan.
