In recent years, as technology development, information terminal equipment appears smaller and decentralization trend, this trend is the rapid popularization of Internet in recent years to promote, for small devices demand more intense. At the same time everyday, more and more people use mobile phones to send and receive various information; the role of mobile phones has more than just telephone communications, so the information terminal equipment to the mobile phone integration is necessary. China Mobile launched a newsletter (Dynamic Content Delivery, DCD) business as a mobile information terminal of a business, through newsletters, phone users can customize the information needed, such as sports or financial information. The service will be regularly updated information in the form of alerts sent to mobile phone customers; the customer through the DCD the client can read the information. News business concept is to allow users access to the Internet without cumbersome steps in a simple way to achieve the functions of the information terminal equipment, users quickly get the information needed. The solution proposed in this paper can well fit this requirement.In this paper, reference to relevant domestic and international product, analyze the alert system status and future prospects, and focuses on the Windows Mobile system, application software development, and wireless communications, data exchange theory.In the realization, this paper alerts the system functional requirements from the start, is divided into two main sections discusses the implementation process. A part of Windows CE development and that is Windows Mobile application development systems. Introduction Windows core programming, especially dynamic data link library (DLL), COM application; news shunt achieved; wireless application part, described the WAP programming; discusses Alert Protocol Interface RFC 1341 (MIME) implementation. Alert the client and server interface using HTTP 1.1 as the bearer protocol, the paper briefly introduces the XML language description of the partial implementation.
