As the size of satellite communication network (SCN) is becoming more and more large, and its application is more and more various.It’s badly needed to improve the station maintenance level and support capability. AFE(Application Faculty Examnation) plays an important role in network quality management.Gaiming to solve the problems in AFE nowadays, this paper researches on the design and implementation of AFE system based on the characteristics of SCN management. AFE system with distributed architecture is designed and implemented.Access management and business procedure modeling are studied, and proposes access management architecture based on level and classification. Formal examination procedure model which is good at adaptability and scalability is proposed. Examination plan producing technique based on MCDM technologies is proposed to make the examination plan more rational.At last, test of the system is introduced.Main work of the paper is listed as follows:1.General architecture of the AFE system is designed. The architecture is designed using semantic web service technologies, in which several function instances such as service publication, service search, service invoking and status management. The AFE system baed on this architecture is good at soft rearrangement and scabality and supplies uniform semantic web service interfaces to upper layers.2. Extended RBAC privilege control model is proposed. A privilege control model with user privilege and role privilege is proposed, by which the main components of the AFE system such as menus, managed objects, affliation units and procedure control can be reasonably managed. The privilege control requirements of AFE system can be fulfilled by this privilege control model.3. Formal modeling of the examination procedure is studied. In view of semantics and requirements of examination procedures, the procedure models are classified into display model, transition model and business model. These models are defined in XML formats and can be easily changed to adapt to procedure change.4. A new examination plan creation technique based on MCDM technologies is proposed to satisify the requirements of AFE system. A topsis based grid filling technique (TBGFT) is popsed to create examination plan. In TGBFT, constraint restrictions are modeled on earth station attributes, and dimensions are formed according to these restrictions.Grids generated by these dimensions are used as the basic evaluation unit to select earth stations to create the candidate examination plan set. The number of stations in the candidate set is compared with the plan requirement, and the stations in the candidate are adjusted according to the comparison result to form the final examination plan. The feasibility and effectiveness of TBGFT is demonstrated with an examination instance.5.The AFE system is implemented. Main modules, process logic and database are introduced in detail.The system can perfectly fulfill the requirements of the AFE requirement nowadays.
