In recent years, many natural disasters and emergencies have frequently happened in our country. When we response to these emergencies, the emergency broadcast has showed its special advantages and played an irreplaceable role in releasing information timely and guide the public opinions. The transmission software of emergency broadcast messages is based on the Technical Solutions of Emergency Broadcast System of Sichuan Province and relevant technical specifications, uses UDP multicast transmission, which is run on transmission system of emergency broadcast messages.The transmission system of emergency broadcast messages can be divided into four subsystems: the packaging server of emergency broadcast messages, the transmission server of emergency broadcast messages, the network management server of resources and the receiving server of feedback messages. This software implements the software part of the four subsystems respectively, the main contents of this thesis are as follows:1. The design and implementation of the packaging of emergency broadcast messages. Based on Techical Solutions of Emergency Broadcast System of Sichuan Province and TS specification of MPEG-2 in system layer(ISO / IEC 13818-1 protocol), it implements the package of emergency broadcast messages which is ready to transmit, then packs the emergency broadcast messages into the private section of emergency broadcast, finally packs it into TS file and stores it in the local server.2. The design and implementation of the transmission of emergency broadcast messages. Inspect the database table of emergency broadcast messages, obtain the TS files which meet the conditions of sending them and generates the TS cache data list, then use the way of UDP multicast to send TS cache data to the receiving system of emergency broadcast messages. Finally we achieve a rate control of transmission, which makes the software send TS data under the condition of CBR mode.3. The design and implementation of the network management of resources. This server is used for managing the equipment resources by network. Through inspecting the working state of the database table, the server can obtain the equipment operating instructions, then pack the operating instructions into the resources management messages, and use the way of UDP multicast to send it to the receiving system of emergency broadcast messages, which can serve as the messages to operate the corresponding equipment.4. The design and implementation of the receiving of feedback messages. In order to verify the effect of the transmission of emergency broadcast messages and resources management messages, we implement receival and analysis of the feedback messages which are sent by the receiving system of emergency broadcast messages. What’s more, we update the feedback data into the database.5. Run with the other two parts of Emergency Broadcast System, we validate the functions of each subsystem and analyse its results.This software was demonstrated at the 12 th Sichuan TV Festival as a core part of emergency broadcast system. This software implements a graphical interface, so it is easy and convenient to operate. The result of validation shows that this software works stably and has a high capability, therefore, it is able to satisfy the business needs of the transmission of emergency broadcast messages.
