The empowerment is originated from social work. It is a process in which a person or groups arouse their potentiality, improve the self-control of their own lives, achieve power and acquire satisfaction of power during communication and interaction. As the emergence and swift development of new media such as Internet, its influence over society, specific on individual power, has been concerned apparently, with a consequence that more attention is paid towards empowerment as well. Naturally, empowerment focuses on the disadvantaged groups who have no power relatively in society. Folk welfare organization as disadvantaged groups with a non-governmental, non-profit, which has always been hard to survived. In addition, some charity has been increasing scandals, exacerbated by their lack of a sense of pressure and power. And in recent years, combined with the welfare of the micro-blog gradually occupied the public eye, but also for the non-profit organization opened a new path. It is right way to improve folk welfare organization and increase research microblogging natural combination together.The researches of new media are mainly focusing on the feasibility and influence of empowerment by new media, with few empirical investigation of empowerment. From the current domestic research, the empowerment has used be the simple theory, or analyze any cases by empowerment. But it is devoid to research, the theory even be "misused". There is little usefully empirical investigation on the empowerment study. Thus, for the drawback on empowerment of new media studies, research hopes to use empirical investigation purposeful. The subject of this thesis is folk welfare organization. Depth interview are used to investigate the possibility of empowerment by micro-blog, to find out whether the investigation subject is able to achieve empowerment through micro-blog, in what aspects power improves, and to reveal factors that influence the micro-blog empowerment. Finally, helps could be provided to them.This research analyzes the empowerment micro-blog on folk welfare organization, from two layers: individual and society. The result is gained: the folk welfare organization can arouse their power and archive empowerment by using the micro-blog. The empowerment effects are mainly on the aspects of their individual capacities: they can improve abilities of information acquiring and spreading, and influence on society, and self-satisfaction, helping them move forward in welfare career. Secondly, in the aspect of society, micro-blog is the primary channel to maintain a connection of welfare relation, helping them build an effective communication and improve the right of expression. It is also have rights to change some policies.
