Since the satellite navigation system has been used in the worldwide field, the excellent navigation performance has been recognized by the whole world. However, recently, people began to clearly recognize that the problems the insufficiency of the satellite navigation system, it is not advisable to use the satellite navigation of positioning system for navigation and positioning in the future. In order to reduce the risk of using satellite navigation and positioning system, the Russia, the United Kingdom, the United States and other advanced developing countries have little doubt in exploring actively and strengthening its ground-based radio navigation system in reality. Particularly the development and application of Loran C system has been in further consideration.On the one hand, considering the china’s actual conditions, on the other hand, we need to refer the successful experience from the navigation advanced countries. For the systemic risks of the Satellite positioning system,we clearly understood that we are not only to greatly enhance our development and application of Beidou navigation system level, but also continue to develop the range of application of ground-based radio navigation system. Firstly, Loran C ground-based radio navigation system can serve as a good complement satellite navigation systems;secondly, the accuracy of Satellite positioning system can calibration the error of loran C real-time location positioning ASF(Additional secondary phase factor). Thus, improving the navigation and positioning error of Loran C system applications effectively, and greatly improve navigation and positioning accuracy geometric factor, and then the combination using can reduce the risk of using satellite navigation systems.This article is based on the advantages and disadvantages of Loran C system and satellite navigation system. Under the current international situation and the application of the developed countries of the two systems,which leads to the Loran C navigation system and leads research content, direction, and the necessity of a combination of satellite navigation systems applications, further analyzed the needs and feasibility of the system. Papers is elaboration the overall structure in system design and three major functional modules based start. Loran C system is described in detail and the data receiver module satellite navigation system, navigation system module positioning results portfolio strategy, design ASF corrected Loran C system library modules. The effective implementation of the system while receiving Loran C and satellite navigation and positioning data, and achieve four operating modes combination of strategy by ARINC429 data output format. Through real-time reception of satellite navigation and positioning data to improve the traditional application of ASF corrected Loran C library. Realizing the collection and repository fully utilized, meanwhile the southeast coast of sports through field has accumulated a lot of data. By car line and graphical analysis of the data adequately demonstrate the integrity and reliability of the system functions.
