Design And Implementation Of City Planning "one Book Two Certificates" Management System Of Xuyong

In 1990, the implementation of the City Planning Law of the People’s Republic of China has been a milestone of the city planning process of China in 1990, it marks this meaning that the city planning management of our country has been placed on a legal and regular track. This law proposes "One Book Two Certificates" management system for the construction project management within the city planning area. "One Book" refers to the Construction Project Site Submission, and "Two Certificates" refers to the Construction Land Planning Permit and the Construction Project Planning Permit. The establishment of this system unifies the planning and management of construction projects, and it also provides a legal basis for the planning and management of construction projects.At present, the work mode of the "One Book Two Certificates" management of Xuyong, including the work of submission, approval, accepting and transmission of information and so on, is still the traditional manual mode. The information level of this mode is relatively low, and it can’t meet the requirements of the "One Book Two Certificates" management. Moreover, the Ministry of Land and Resources has proposed the requirements of the informatization for the land management and the remote submission and approval of the "One Book Two Certificates" management. In order to take the lead in response to the Ministry of Land and Resources, also to improve the level and efficiency of the city planning "One Book Two Certificates" management of Xuyong, this subject for the study and development of a specified the "One Book Two Certificates" management system is brought into being.The study object of this dissertation is the city planning "One Book Two Certificates" management system of Xuyong. On the basis of the existing management software, it analyses and designs the software model combined with the actual business process, workflow and data flow of the city planning construction project management. By the using of modern information technology and network technology, it accomplishes the city planning "One Book Two Certificates" management system of Xuyong, which is safe, reliable, efficient, and easy in use, management and maintenance. The chief contents are as follows:1. The research of the actual business process and workflow of "One Book Two Certificates" management of the city planning construction projects of Xuyong. It includes the study of the following processes: the process of the Construction Project Site Submission, the process of the Construction Land Planning Permit, the process of the Construction Project Planning Permit.2. The research of the theory of software engineering. It includes the study of the following aspects: the software requirements analysis, the design patterns, the object-oriented technology, SQL SERVER relational database and so on.3. The research of the system architecture and the theory of implementation technology. This system is accomplished by adopting the MVC three-layer architecture and the B/S model, it allows the users to access the management system on the server through the browser directly. It takes C# under ASP.NET--a kind of object-oriented network programming technology--as the major accomplishment technology. As a Web accomplishment technology, ASP.NET can meet the requirements of the system because of those advantages such as high efficiency, nice security and so on.
