Currently, most of the domestic satellite communication services are fixed stations of satellite communication, which fails to meet the real-time communication in the movement. Especially in the context of natural disasters, infrastructure will suffer severe damage and thus hinder communication with the outside world, which makes rescue work more difficult. Due to the limitations of the fixed station, the "mobile communication" system comes into being. In this paper, we explore a two-axis strapdown mobile satellite communication earth station, which can ensure the real-time satellite communication in the movement.In this research, on the basis of literature review, we improve the existing immature vehicle "mobile communication" system, among which the main content for a vehicle "Mobile Communications" earth stations is the hardware design including hardware selection, circuit diagram design and part of software. The system consists of servo control subsystem, antenna-feeder systems and monitor subsystem. Servo control subsystem is used to process the sensor data and control the motor rotation to ensure real-time satellite communications, antenna subsystem is exploited to transmit and receive signals, monitor system is used to set up the antenna parameters and real-time monitor antenna status. In the hardware selection, this system selects a dual GPS attitude measurement instrument to obtain the azimuth angle, to overcome electronic compass azimuth error, thus tuning it much faster and easier to search for the satellite. In order to overcome the disturbance of vehicle on the road bumps, using PID algorithm as the control algorithm of the system, the error data collected by the sensor enter into the PID control function, the output drive motor rotation to change the antenna pointing, and decrease the signal fluctuation.The vehicle-mounted system, which enjoys a high communication quality, has been accurately alignment satellite under the test environment of 3d motion simulation device. And therefore the next step is to install the "SOTM" system to the vehicle, and then to test and improve it.
