In order to manage the vehicle better, and improve the traditional cell vehicle management system, we used the plate recognition technology, the system features a non- contact automatic identification technology, which can be leading the vehicle through the district and passed by without stopping, to make the shortcomings of traditional vehicles. In addition, the system can help district managers timely understanding of vehicle information and dynamic, establish and improve health information systems to further strengthen the cell vehicle management.In summary, our work is as follows : First, define himself in the studies, by querying the relevant information and investigate the phenomenon of the problem, to obtain first-hand information, a preliminary understanding of the history of the advantages and disadvantages of the vehicle management system, as well as domestic and foreign research processes and outcomes. Followed by the design phase, the first step is to select a reliable theory and technology, the second step is to analyze the system, including requirements analysis and functional analysis of two aspects of non-functional requirements, the third step is the overall design of the vehicle management system, related to the functional module design, business process design, database table design in order to establish a sound information systems. There is a detailed system design and implementation of the system to achieve the district managers and owners of the landing vehicle information to add, delete, modify, and query functions, and vehicle license plate handling, positioning segmentation and recognition. Finally, I want to design and implementation of the test cell vehicle management system, a reasonable choice of test methods, test results of the system analysis to identify deficiencies, as much as possible to improve the system.Designed by the vehicle management system, the application effect of the system is reflected in the following aspects:( 1) using modern advanced technology vehicle identification, the vehicle license plate, handling, positioning and identification segmentation to improve the accuracy of vehicle identification, automated data collection is completed by identifying the technology has greatly improved efficiency.( 2) a clear division of labor, as well as district managers and owners permission restrictions to ensure safe management of district vehicles.( 3) the system functions can be achieved out of the vehicle information to add, delete, modify, and query functions, functional design humane, and labor management, and further improve the safety inspection of the vehicle.
