On-call taxi service systems can effectively bridge the information gap between the vehicle driver and the passenger, thus reducing chances that taxis run empty. However, the traditional on-call taxi service systems are application-oriented, which means low independence and high coupling. It is therefore imperative that new technologies and methods be introduced to build a unified, efficient and accountable on-call service system.This paper examines how such a new system is developed with the case study of the upgraded Suzhou on-call taxi service system. For unification, a data exchange platform is proposed. Taxi data in the XML format can be exchanged via the Web Service interface so that the system is independent from any on-board equipment and is available for sustainable development. For efficiency, the original three-way calls are replaced by two-way calls, which reduces the service time of the operator and thus increases the efficiency; for accountability, agent recording and trunk recording is designed to preserve evidence. To sum up, the new on-call taxi service system is developed by combining the CTI system, the GIS system and other systems.This study, based on the B/S model and the C # programming language, designs and develops an on-call taxi service system including such modules as on-call services, on-call statistics, navigation services and system log. After its implementation, the system achieved all our basic goals: it covers all taxis of Suzhou city; the whole on-call service is traceable; it is more efficient in that operators need much less time for each phone call; and the B/S model makes it easier to use, maintain and update.
