With the rapid development of computer network and database technology. At present, the management information system(MIS) are widely used in various industries and people’s daily life as well as in military.Based on this background, this paper designed the armed police detachment management information system. The system adopts Client/Server(C/S) model, implements the personnel information maintenance, temporary service management, bulletin, report printing and statistics of various types of information. Using the Message oriented middleware mechanism to realize the information asynchronous communication between detachment and squadrons. Adopting adaptive genetic algorithm(AGA) to achieve the automatic scheduling. With a combination of hardwares, such as fingerprint devices and alarm equipments, realizing the real-time tips and processing of alarm information as well as the police daily attendance record. Deployed and run by a detachment for half a year, the system meets the needs and the effect is good. The paper is organized as:First, this paper introduces the research background and significance, analysis the user’s needs and designs the system functions, provides the clear solution for the system.Second, introducing the realization process of the functions in detail, such as information interaction, fingerprint attendance, alarm and processing, temporary duty, information statistics and charts generator etc.Finally, using the AGA to solve the staff scheduling. The encoding method and the objective function of chromosome are designed, and the appropriate genetic operators are selected. Under the precondition of the duty regulations, it ensures the scientific and rationality of the scheduling.The system fully considers the requirements of the detachment, improves the similar systems, standardizes the working process, and realizes information sharing. At present, the system has been deployed in a detachment and its subordinate squadrons, powerfully promoted the comprehensive information management level and work efficiency of the armed police.
