In recent years the information work of university scientific research managementand constantly improve the level of scientific research, performance management has become more and more important. Statistics in the management of scientific research in the performance process analysis is a complicated work, quantitative distribution, involves the achievement rewards, collective, individual Ranking Ranking, kinds of achievement level and proportion distribution problem. This paper uses based on the struts, Spring, the related theory and method of Hibernate architecture, a system architecture from the presentation layer, business logic layer, persistence layer, design a scientific performance management system.In this paper, the design of the system including the realization of demand analysis,outline design, detailed design, database design and system. Research on demandanalysis include: functional requirements, performance requirements and dataneeds; an outline of the study design includes: data flow diagram, function levelblock diagram and function module of IPO map; research content including: the detailed design of the algorithms and data structures; the research contentsinclude: analysis of database design, database design, database outline ofdemand the database logical design and physical design; implementation of theresearch contents of system includes: the system key code implementation andinterface design and the key code of the exposition.This paper also carries on the test to the system. Each module of the function of the test system and the test results are given.
