Talent related to the development and long-term stability of a country, has been very seriously. But with the development of productivity, talent management is no longer limited on statistics and modify of talent information, but a new higher level of decision-making management requirements is raised. Under the background of rapid development of China’s wind power industry, the problems of lack and supply capacity insufficient on talent become increasingly evident, and ordinary personnel training system cannot meet the growing demand for talent. Talent prediction is the basis of talent planning, is a prerequisite for the balance of demand and supply of future talent, is a key factor about the healthy and sustainable development of related industries. Under the new times, personnel decisions can no longer be passive with experience to judge, not just consider a short time demand. The rapid development of information technology, the demand for talent is provided information-based decision-making, which can make integration of scientific and reasonable decision-making model, to provide a convenient way to analyze problem and simulate decision-making for human sector. Then the talent demand decision-making software come into research.In this paper, under the background of China’s wind power industry, based on J2EE technology, the decision-making software for talent demand which contains data management module, data analysis module, demand forecasting module and other functions is developed. The software has reasonable structure design, solid scientific theory, with the application of SSH framework and innovation models of decision algorithm and so on advanced technologies. In addition, the software has a good interactivity, with the way of chart showing analysis allowing the user to use more simple and convenient, and providing a fast, objective and scientific aids for the training planning of manpower by personnel department.Among them, the basic theory applied on the decision-making system is divided into three parts as the talent demand number forecasting, the talent demand structure analysis and prediction, finding the grow path of the talent. Firstly, with established the wind power Talent impact factor index system, designed and built Factor Analysis Main-Attribution (FAMA) model, this paper analyze and forecast the demand talents for wind power, to obtain result of the amount of talent demand and structural analysis. Secondly, base the demand number and structure for talents, I do analysis and research on the talents movement, through establishing of Small-World network model for wind power talent. This paper improves the Floyd shortest path algorithm, and applied it to a network for wind power talent to find optimal path of movement, of which through simulation experiments shows that the method does well in the Small World of talent network, can quickly find out the optimal path meeting the requirements of all.The research of decision-making algorithms on talent demand in this paper provides new ideas to the field of personnel decisions, which provides a reliable basis for sustainable development of related. And the development and realization of talent decision-making software is a great deal of support for the realization reasonable demand analysis and forecasting of talent, and the talent training plan, making the decision-making level and quality greatly improved.
