As an intermediate device for receiving and relaying radio signals, a base station plays an indispensable role in wireless communications. Guarantee the normal operation of equipment and services in base stations is a foundation for users to enjoy communication services. Through investigation and study, this paper finds that after taking over the routine inspection and maintenance of equipment failure of all base stations within the former three major telecom operators, the newly formed company, China Tower CO., LTD, faces mainly the three following problems: firstly, lack of location information of maintenance vehicles disorders the dispatch of maintenance vehicles, which leads easily to missing the inspection of some base stations and to wasting fuel resources; secondly, it is an onerous job to inspect routinely numerous and scattered base stations, the inspectors do not have enough time to examine carefully all equipment of each base station if they want to finish the tasks on time; thirdly, in existing base stations, inspectors need to manually fill the inspection and maintenance records in lag books, therefore, it is easy to lose some maintenance records and it is difficult to obtain and to analyze efficiently the treatment results of base stations.On the basis of analysis and study on the specific questions above faced by Tower Company in the process of routine inspection and maintenance, this paper puts forward and designs a terminal system used for positioning maintenance vehicles and managing operations. Our main objects are to design and to implement the vehicle positioning terminal, handheld terminal and wireless sensor network.Aimed at maintenance vehicles with unclear position information, the vehicle positioning terminal adopts BeiDou Navigation Satellite System(BDS) combined with dead reckoning and introduces BaiDu Maps to build a BD-DR Integrated Navigation System for the maintenance vehicles. Using interpolation method shortens artificially the positioning data acquisition cycle, improves the positioning data update rate and makes up the defect that BDS is not apt in the high-speed movements.Handheld terminal is aimed at the problem that the existing base stations of Tower Company cannot record in time the treatment results. Using handheld terminal with the function of uploading routine inspection and maintenance records, inspectors can easily and quickly record operation conditions and treatment results of the equipment in base stations, and the records can be uploaded remotely via 3G wireless network.Composed of ZigBee, the wireless sensor network realizes wireless transceiver of Integrated Navigation System between vehicle positioning terminal and handheld terminal. Besides, using ZigBee can also constrain the distance between vehicle positioning terminal and handheld terminal, which avoids the private use of public vehicles.The simulation and actual test results show that the Integrated Navigation System can efficiently restrain drift problem of navigation data and smooth the navigation track; the routine inspection and maintenance records can be quickly uploaded without loss. Therefore, this design meets Tower Company’s needs to position maintenance vehicles and to manage operations in base stations.
