Desertification is one of the major environmental problems of global concern, Since the “UN Convention to combat desertification”(UNCCD) was signed in 1994, desertification has become a concern for all countries. We have been carried out extensive research in the aspect of prevention and control of desertification and get a lot of research results. In spite of this, in China, the monitoring and assessment technology of desertification needs to be further improved, but also lack of monitoring and evaluation system that can provide the evaluation data in real time.So, in this study, we introduced a set of European Mediterranean desertification monitoring and assessment system which which is called Desertification Indicator System for Mediterranean Europe(DIS4ME), combined it with chinese conditions and developed a desertification monitoring and evaluation system. The main reseaching results were as follows:(1) Refering to the absorbed foreign indicator system of monitoring and evaluation system of desertification and “national desertification and sandification monitoring technical regulations” implemented by national forestry bureau, a monitoring and evaluation indicator system of desertification is constructed which is consists of the vegetation information, weather information, soil information and the level of management information by freqency degree analysis methods and Delphi method.(2) The vegetation information module, soil information module, climate information module and management module and data analysis function module is build with the help of label control, and container control at the basis of the construction of desertification monitoring and evaluation index system, and rely on the Visual Studio 2012 multifunction integrated development environment, by using C# programming language. The monitoring and evaluation system of desertification is completed by integrating module.(3) On the basis of the assessment data, every land use type unit of Dengkou Country in the Inner Mongolia Autonomous Region has been evaluated by the monitoring and evaluation system, and the map of land desertification has been drawn. The results show that the desertification situation of Dengkou Country is very serious, which severe desertification region accounted for 39%, moderate desertification region accounted for 52%, mid desertification region accounted for 3%,non-desertification region accounted for 6%. It is suggested that the relevant government departments need to strengthen the prevention and control of desertification. At the same time suggested that make full use of water resources in the Yellow River, take all kinds of effective measures to promote the desertification control, preventing the spread of desertification and increasing the income of farmers and herdsmen to gradually realize the sustainable development.
