In recent years, the pace of China’s economic and social development is still a significant advance, but the rapid advance of the country’s rapid economic development and industrialization process to bring the price is obvious. Two issues of excessive consumption of energy to bring the old-the "shortage of resources" and "environmental pollution, especially water pollution" has deeply affected the economic and social aspects in. In order to solve these two problems, make faster and better economic and social development, the people realized that you can proceed in two ways, one of the industrial structure adjustment; second is to optimize the energy structure, more investment in renewable energy. Based Energy-Economy-Environment decision support software platform (Energy-Economy-Environment Decision Support System Platform, referred 3EDSS platform) for sustainable development, natural environment, water environment point of view, the use of mathematical programming, AHP, fuzzy analysis method, water and environmental constraints to develop the industrial structure optimization model under evaluation and renewable energy planning model for policy makers to formulate relevant policies relevant government departments to provide a theoretical basis and scientific basis.In this paper, I mainly do the following:1. Taking Beijing as an example, analyzes the current situation of water environment and the Industrial Structure in Beijing.2. The proposed principles and objectives of the adjustment of industrial structure, and determine the total economy and pollution control according to the requirements of socio-economic development of Beijing’s two goals for the optimization model.3. The use of fuzzy comprehensive evaluation method to establish a renewable energy industry technology selection model, calculated by examples of Beijing comprehensive assessment of renewable energy generation technologies, put forward reasonable proposals from scientific theory and practical level.4. The "bottom-up" level of analysis of the Chinese Renewable Energy to build a comprehensive evaluation and structure optimization model, selected to environmental quality, economic growth, technological development, resource consumption, these four aspects to build a system of evaluation standards. Inductive analysis of the various evaluation criteria of the current level of technology and their prospects, objective analysis of the facts of the six main renewable energy sources, and suggestions for its development.5. Model Library 3EDSS platform for functional design and process design, and the model developed in this paper to model the integrated library system were demonstrated.
