The port production system is a complicated and dynamic stochastic nonlinear system. For the system which is hard to describe its dynamic and nonlinear, people find that it is an effective method to solve many nonlinear and complicated systems to use IF...THEN rule to establish the fuzzy rule description of the system. There are some experience rules accumulated by good managers and operators in actual factory. However, this kind of rule gradient is so big that it is not easy to realize the production of fine management. Therefore, the accumulation of expertise rules and further enriching the rules to establish a new fuzzy rule base is concise and easier to make it more suitable for the on-line scheduling of real time production.Terminal handling technology is the foundation of realizing the scientific management port. The reasonable handling equipment configuration is the key to optimize the handling technology. To search on handling technology is to analyze and improve the method of handling, making through the port logistics more economic and more reasonable, so as to complete the purpose of handling tasks with safety, high quality, high efficiency and low costs. At the situation of the dock scale and equipment basically finalized with the weakness of steel market bring with the relative excess of dock capacity, how to configure handling equipment to reduce the handling costs and rationalize capacity utilization is the focus of corporate attention, in order to further improve the level of production management. The main content of handling process is to configure the equipment. Therefore the issue of optimization ore terminal handling process is the issue of handling equipment configuration.This paper analyzes the characteristics of ore terminal handling technology systems, and establishes the factors that influences handling equipment configuration and adds conveyor belt speed as one of the variables. From the perspective of sustainable development of the port, controlling the utilization of the device within a reasonable range is a method to avoid improving equipment utilization with the cost sacrificing. Finally, the paper realizes the optimization of handling process system and the competitiveness enhancing of port enterprises. This paper build the handling equipment configuration optimization model to minimize handling costs within equipment utilization limits.Through the on-the-spot investigation, using the actual data of A Port to optimize the handling equipment configuration and finally obtained the best equipment configuration. This paper compares the optimized with the original scheme to verify the rationality of this model. A new handling equipment configuration rules with a smaller gradient is built on the basis of original tradition experience rules. It enriches the existing rules of a port and render it be more quantitative and the existing ore terminal companies be more refined.
