Bulletin Board System provides a platform for communication between people with the same objective under the network environment. In order to improve the service level of university libraries, it is necessary to introduce the concept of "Virtual Community" into university libraries’ services and to build a university libraries’ Virtual Community specific to provide services for teachers and students of universities combining with demands characteristics of information users of universities and current conditions of university libraries. University libraries’ Virtual Community should become a good supplement to traditional services of current university libraries, put more emphasis on university libraries’ Virtual Community gradually when provide good traditional services, perform analysis specific to characteristics of information users of universities, introduce user incentive mechanism, and encourage users to participate in university libraries’ Virtual Community. Through building a perfect Virtual Community users regulation to ensure that users can get access to convenient, quick and thoughtful service. Opening Virtual Community has become an indispensable part of university libraries services.The paper explored information demands characteristics of university library users and the necessity of establishing university libraries’ Virtual Community mainly from the aspects of concept, characteristic of Virtual Community, influencing factors of users participating in Virtual Community and based on user incentive mechanism; it set "Project 211" colleges and universities as objective, analyzed the status quo of university libraries of China, and eventually explored relevant strategies of building university libraries’ Virtual Community user incentive mechanism. This paper is divided into six sections.Section I Introduction First of all, it expounded the background of the subject, research significance and research purposes, summarized research status at home and abroad at present, and finally simply illustrated the main contents of the paper.Section II It expounded the concept and characteristics, functions and applications and the existing problems of Virtual Community.Section III It analyzed the characteristics of university libraries’ Virtual Community and information users of universities, and learned the status quo of current university libraries’ Virtual Community in detail by visiting the websites of libraries of "Project 211" colleges and universities.Section IV The paper explored influencing factors of users participating in Virtual Community from psychology, behavior and comprehensive aspects.Section V Starting from incentive theory, the paper illustrated in detail the characteristics, classification, methods of university libraries’ Virtual Community user incentive mechanism.Section VI It proposed the strategy of university libraries’ Virtual Community user incentive mechanism based on the contents of Section II to Section V.
