Conventional business management schedules inspectors with the intercom, while the process of management is not fine, resulting to the bad efficiency and poor effect of patrol inspection. It mainly shows the problems of having the more redundancy routes and more difficulty to timely dispatch and so on. In order to solve the above problem, this paper gets a combination of the particle swarm algorithm and the ant colony algorithm, then uses the refined management mode of the whole process, at last it realizes the visual supervision and scheduling as plan.In this paper, the main work is as follows:Firstly, with the deep understanding of the ant colony algorithm and the relationship between the minimum spanning tree and the optimal path, this paper puts forward the improved algorithm namely PMST-ACS algorithm.Secondly, it will reduce the random of parameters with the integration of the PMST-ACS algorithm and the particle swarm optimization algorithm. Then this improved algorithm can make people obtain the optimal inspection path with the combination of parameters and solve the problem of scheduling, as a result, to facilitate the manager quickly schedules inspectors.Thirdly, in order to better reflect the position of GPS and the use of the above algorithm,we achieve the personnel positioning and scheduling based on the GIS map. In addition to solve the problem of the big data, we study the Douglas Peucker algorithm. Then it shows the path on the GIS map with the data processed by the algorithm.In this paper, the algorithm and technology are applied to inspect and schedule the industrial and commercial management, as a result, it achieves the effective management of the inspection staff with the mobile terminal and the browser. In addition to with the timely knowledge of the on-site inspections got through multimedia, it makes communication to the full and realizes the high efficiency and effect of patrol inspection.
