Design And Implementation Of Data Quality Monitor Platform Of Local Taxation Bureau Of Jilin Province

With the coming of the big-data era and the rapid development of informationtechnology in recent years, there are huge volumes of data in China’s tax information system.Therefore, the quality of the data has been increasingly important than before. Some dataquality management software becomes popular in the world. In addition, a number ofwell-known foreign ERP software also contains quality management module.In the tax administration field, the introduction and application of China`s tax dataquality management are slightly later than other countries. Nevertheless, with the applicationof "Golden Tax Project" which designed by State Administration of Taxation, there is a largenumber of data in tax information system. Unfortunately, due to various factors, the qualityproblems of these data had negative impact in the tax administration progress and the practiceof tax officers. Therefore, it is necessary to introduce advanced data quality management tools.By setting the data quality rules and monitoring the data in tax administration field, taxofficers could find and handle the quality problems. The use of technical and administrativemeans could gradually improve the data quality. The data quality monitor platforms of manytax authorities in the provincial level of China learn more from similar information systems ofother countries. However, there are still some practical troubles in applying these platforms.For the above-mentioned reasons, this paper focuses on the construction of data qualitymonitor platform of local taxation bureau of Jilin province. In view of the current tax datalogic, the data quality monitor rules have been formulated and the data quality monitorplatform has been constructed in implementing these rules. When the platform is operated, thesystem will generate a data quality error report to the operator which shows the data qualityproblems according to the data logic and the operator can deal with these problems in a timelymanner. Therefore, the quality of data in the tax information system will be guaranteed and becorrectly used in the tax administration.
