An Electronic Medical Record(EMR) system is a systematic collection ofelectronic health information about an individual patient. With the rapid developmentof the information industry, EMR has been adopted worldwide and is of greatimportance and priority in the promotion of medical informationization. However, inthe process of EMR development in China, the security issue of EMR system is still acrucial problem to address both technically and legally, which has hindered theprogression of EMR system in our country to some extent. An effective securitymeasure and legal protection are essential for a more perfect EMR system.According to the security standards of EMR system, this paper firstly proposed asolution to the digital signature and document encryption of EMR upon requirementanalysis, and focused on the algorithm of XML digital signature and encryption on thebasis of cryptography. XML encryption algorithm, including both symmetric andasymmetric encryption algorithm, was further discussed. Furthermore, this paperparticularly proposed a combined encryption algorithm upon XML, which wasverified to be effective through program analysis.Furthermore, this paper also briefly discussed the legal issues within theencryption algorithm of EMR, which included privacy, copyright, patent right, andsuch.The work of this paper has provided a solid foundation for further studies onsecurity issues of EMR system in China.
