Early warning system belongs to a judgment system of thecomplete system. It’s able to identify the economic problems or risk factors in timeand analysis it accurate. According to the indication of potential risks appearing, theprevention and control of stated objectives by early warning and preventing the riskcan be realized. The most important feature of the system is predicting the riskfactors in advance, sending the early warning signal in time to achieve the preventionand elimination of potential risks. The main workincludes the following aspects:(1)First,it proposes the construction background and the significance of militaryhospital audit early warning whose platform is based on ASP.NET framework, andanalyzes the present development situation at home and abroad related informationmanagement platform, and the existing problems.(2)In accroding with a careful analysis of the basis of the practical feasibility ofsystem, the system functional requirements and the security requirements have beenrequird, then combined with the actual situation of the realization of the goal, takingthis as the foundation to design a set by the system framework, function module and the associated database content for the composition of the comprehensive solution.(3) Due to the traditional subjective shape analysis can’t be directly used for datacalculation, this paper uses multi-level fuzzy comprehensive evaluation method andindex weight evaluation method about subjective setting data into quantitative data,establish the risk evaluation model and discusse the applicaiont of the algorithm indetail. By this algorithm, can obtain the audit risk early warning of risk, and from thecorresponding early warning can be issued.Because of on-line operations of "Auditing warning platform", not only a strongsupport for the hospital audit work has been provided, but also an important guaranteeis there for the normal operation of the entire hospital.
