With the development of mobile technology, mobile intelligent device has already become a part of people’s life. At present, the users of mobile intelligent device have already exceeded the number of users on PC. How to apply the mobile intelligent device to the teaching has become a hot problem of education experts and scholars at home and abroad to study. The idioms which contain rich cultural connotation of the Chinese nation and represent a unique way of thinking of Chinese nation are the essence of Chinese culture. The large number and the rich meaning and the concise expression are the characteristics of the idioms. People like to express with idioms whether written language or spoken language. While the dictionary is an important tool in Chinese learning, the development of the idiom dictionary is relatively backward. Papery idiom dictionary is universally cumbersome ant it is not convenient to carry and it is retrieval methods are cumbersome. So it is difficult to meet the needs of idiom learners. If we can combine idiom learning with mobile internet technology and design idioms electronic dictionary APP which can be used in mobile terminals, the learners could acquire knowledge at anytime and anywhere by using intelligent devices and make full use of spare time to improve the efficiency of idiom learning.Firstly, this article discussed the research background and meaning of Chinese idioms learning and introduced research status of electronic dictionary at home and abroad and indicated the important significance and research value of mobile leaning as a new way to learning.Secondly, it introduced the knowledge of theory and related technologies referred to idiom dictionary development on mobile platform such ad mobile learning, summary of idioms, speech recognition and synthesis, resources encryption and so on.Thirdly, it introduced demand analysis of idiom dictionary which included functional requirements and non-functional requirements and system running environment. At the same time, it researched the system of idiom dictionary and the function module of the client and designed the database structure.Fourthly, it introduced the design standard of user interface and indicated the detailed design and implementation of idioms query module, speech recognition and synthesis module, the new words in this module, setting up module and resources encryption.Finally, it summarized the experience of the idiom dictionary development and pointed out the short comings and optimization direction in the current idiom dictionary and looked forward to the future research.
