Nowadays, the efficiency of tax administration cannot keep up with the expansion of the tax scale. Meanwhile, the taxpayers’ awareness needs increasing due to some reasons, such as the superficial propaganda from tax authorities. What’s worse, the existing tax evasion in many fields causes a great loss of national income. From this term, the tax assessment can help to improve the efficiency and give a way to improve tax management and service by discovering the problems according to the financial statements, operating data, or other materials offered by taxpayers. Most developed countries have developed a perfect tax assessment ERP system and a management system with their own characteristics. While China faces a low sci-tech informatization in tax assessment and a shortage of a good local tax assessment system.The thesis analyzed the requirements of tax assessment subsystem in the local tax management system according to some special reality in Shaanxi province. In this analysis of the requirements, the functions of the taxpayer determination, implementation assessment, result processing assessment, system information inquiry and statistics are included as well as some non-functional analysis. The thesis adopted B/S mode, Struts framework and MVC design pattern to design an overall structure based on Requirement Analysis. Then Java language and JSP help with the usage of every function module and the display of specific page respectively. What’s more, it built the database in detail by using Oralce 9i to store the data, which proved that software development technology is crucial in the thesis. In addition, the system is put in the application server to run a series of functional tests, such as the download of the system, the function of confirming assessment objects, the implement of modules and the addressing ones of assessment objects, the operating of every link and some non-functional test such as the compatibility, the stability and the load capacity of the system from different browsers.Finally, the application in some practical tax assessment showed that the subsystem improves the assessment efficiency greatly. In addition, the deficiencies are pointed out as well, which indicated a further research in my work. In the future, to make the tax assessment play a more important role in our work, the system will be able to extract and analyze the useful data and information with the help of Data Mining. In this way, not only the burdens of appraisers will be relieved, but also the intelligent level of the system will be improved as well.
