Design And Implementation Of Collaborative Plotting System Based On 3D GIS

In recent years, China has made great progress in the construction of border control and coastal defence system. The transmission, distribution and collection of information between different units become big concern.And introducing 3D GIS technology into the construction of border control and coastal defence management and control system can integrate all kinds of information(including nature, geography, society, military) into a 3D platform, which can display border and coastal defense situation and provide position information of objects.The collaborative plotting system based on 3D GIS platform, fit the needs of those military staff who draw up work plans and action plans in collaboration with other staff located in different locations. The system can help military staff to arrangement, deploy and command military force units, to exchange newest and valuable situation information, thereby transforming information advantage into decision-making advantage.The system described in this paper is designed and implemented on a 3D GIS platform produced by Skyline. The 3D GIS platform supports customized 3D scenes generated by users, supports browsing, searching and analysis services, supports 3D GIS UI and supports integration of services. Also, Skyline platform supports collaborative consultation, and collaborative control by means of Collaboration.However, Skyline platform cannot satisfy all our needs, such as collaborative plotting and multi-user collaborative operation in a meeting scene. Hence, in this paper, model database, model collaborative plotting and user management are improved. Managing model database through FTP enable users to use the same model for plotting in the meeting. concurrency control is adopted to solve the problem of operation collisions during collaborative plotting. “administrator-participant” collaborative meeting method is used to avoid unauthorized access from illegal user.The system features distribution, interaction and collaboration. With the application of this system in the border control and coastal defence management and control system, the problem of information exchange caused by bad communication condition and scatteredlayout of administration units has improved significantly.
