Since the 1980 s with the development of our country’s economy and demand, a sharp increase in the size of the railway wagon types and models became more and more complicated, so we need to use modern technology to improve the level of management in order to adapt to this truth. Railway Wagon Licence Recognition Technology started abroad, as with the raise of the requirements for the application of image processing techniques, the Railway Wagon Licence Recognition Technology came into being. Railway Wagon Licence Recognition Technology is one of the important applications of image processing and pattern recognition. Since the railway wagons tend to be damaged easily during the process of using, license plate number can also become blurred, and license plate number is in the form of spray that results in license plate location and license plate number spacing is not fixed, number occasional adhesion, even incomplete and so on. Therefore, based on machine vision Railway Wagon, Licence Recognition system is seldom used. Railway Wagon Licence Recognition system includes image acquisition, image processing, license plate positioning and segmentation, character recognition four modules. This article first captured image gray-scale transformation, noise filtering and binarization pretreatment in order to improve the image quality, and on the basis of image pre-processing combined morphological and edge detection to determine a appropriate threshold for image locattion and on the basis of positioning using improved projection method to the license plate segmentation, extraction, and finally identify the extracted license plate number. The design, based on NI vision platform, through the construction of the module, finally accomplished the Railway Wagon Licence Recognition effectively.
