In recent years, along with our country market economy and the rapid development of the real estate market, real estate transactions active situation, contribution to the local tax revenue also increase year by year, in some areas even became the main tax sources of local finance. From the current real estate market, housing stock transactions in the real estate market share is gradually increasing in trading activities. Is a natural person more, but the stock trading tax taxpayers tax sources scattered and tax process is complicated, the taxpayer to understate, clinch a deal the price tax escape behavior gradually increased, causes loss of tax. The traditional artificial way to reassess taxpayer declare the transaction price assessment is inefficient and man- made interference. This paper tries to combining inventory assessment technology and the computer system, using computer system development tax assessment software price, the transaction price to their own reports and software evaluation price, according to the principle of "high" to determine the price of final tax, to minimize the tax price and market transaction price difference, we should standardize the order of taxation, tax loss reduction.At first, this paper analyzes the existing housing business tax declaration and evaluation system requirements, application of J2 EE platform, SPRIN G WEB MVC framework, the inventory of collected data and information using a partition and the correction of the valuation model, batch valuation in the computer system, effectively curb the transaction price of false declaration. From a technical level, the future housing price comparison for the deal can be accurate to the benchmark price of the same type of floor building, unified business processing. This article mainly includes the following sections research content.1.The analysis of the system development background, domestic and foreign research present situation and practical significance.2.Analyzed the housing stock tax declaration assessment of related technology involved in the system. Mainly includes the housing stock tax declaration price evaluation system of tax collection and administration mass appraisal technology, B/S architecture and advantages and disadvantages of C/S architecture, J2 EE, Spring Web MVC framework and relevant technology, business management and technical requirements are put forward.3.Analyze the system of business technology needs. First analyzes the design goal of this system and the design principles, and then analyzed the performance requirements of the system, design the system’s overall architecture, briefly illustrates the business queries, audit appraisal, dispute processing, system management to the specific requirements of the four key functional modules, mapped the business flow diagram, use case diagram and data flow diagrams of each layer has carried on the demand and data modeling. For data acquisition, audit appraisal, dispute processing module processes are analyzed in deta il.4.To design the overall structure of the system and the specific function of each business module, the system of seven big function module is divided into: data collection, audit appraisal, dispute processing, business query, statistical analysis, system management, tax calculation. The detailed design of the typical business class diagram, flow chart and data to the database structure and the system deployment scheme has carried on the detailed design.5.Elaborated the implementation of the housing stock tax declare evaluation system in the process of the test to the test environment and deployment using multiple use cases for the operation of various modules in the system test in detail.This project has been fully on- line in thirteen counties levy units in Hanzhong in 2014.A total of 1652 related business was dealt and 45 million RMB tax is levied according to the assessment of the system in March 2014 in the whole city. Now the system is running properly and the business requirement of the housing stock taxation management is met.
