"The smart campus" is the campus mode which using cloud computing, networking and virtualization technology to realize the intelligent management.Its main features are safety, stability, environmental protection and energy saving. With the advance of smart campus idea, the important module video surveillance change into the intelligent direction gradually.The Video monitoring systemis designed based on the concept that "smart of the campus".It is a peripheral auxiliary system which is to ensure the safe of our campus.The system is made up of campus video monitoring terminal and mobile client.Based on the embedded Linux operating system and the intelligent platform of Android, combined with the content of wireless transmission technology and the moving object detection algorithm, it realizes the function of campus daily monitoring, abnormal situation analysis,photographed early warning and so on, and then achieved the intelligent of the video surveillance.The campus video monitoring equipment carried ARM9 processor and embedded Linux operating system,and get the video informationusing Linux V4L2 API;Utilizing the technology of M-JPEG to finish the job which is called image coding;The application of streaming media Schemebased on RTP and RTCP protocol, are pre processed and packaged into UDP data report forms;Finaly accomplished wireless video transmission through Wi-Fi network.The video display of the client uses Android operating system as the development platform.The software of client, realized the wireless connection between the server and the client, and it also can send the request, receive the video data packets and realize real-time monitoring display.In addition, this article made a study of "frame difference method", "background" method ", the streamer law" and other moving objects detection algorithm, and then combined with the requirements of the campus video monitoring system,designed a new movement target detection algorithm which have higher precision rate based on "improved frame difference method".This study made the function test and the performance test under a particular scene.The experimental results show that this scheme can make the moving objects in real-time monitoring and can alarmeffectively.
