Traffic congestion is a major problem the large and medium sized cities are facing currently, existing in almost any city. Confronted with the motor vehicle pollution and traffic congestion with the urban development, the development of intelligent transportation industry is one of the most effective approaches.Carnegie Mellon University has proposed Scalable Urban Traffic Control (SURTRAC) and deployed it to the nine intersections road networks in Pittsburgh, Pennsylvania road network. SURTRAC characterizes by adopting the real-time perspective of prior model-based intersection control methods which attempt to compute intersection control plans that optimize actual traffic inflows.However, under the circumstance of the large volume of traffic data and the critical dynamic influence of time, climate, emergencies, etc., how to evaluate the scheduling performance of SURTRAC system continually and objectively aiming to serve for the optimization of scheduling model has a critical practical value.In this paper, the design and development of the performance evaluation system is based on SURTRAC system, as shown in the following details:1. Extracting the transportation information from a large volume of traffic data such as the number of vehicles, the waiting time of vehicles and the frequency of clearing the queuing waiting vehicles, and importing the information into the database immediately to prepare for the next performance evaluation of the scheduling system in advance;2. Establishing a model for the system scheduling performance evaluation, analyzing the data in the database and drawing conclusions, including analyzing and concluding concerning the average number of vehicles waiting at the traffic intersection, the average waiting time and vehicle queue emptying rate, and then evaluating the scheduling performance of the system based on the analysis and conclusions;3. On the basis of the Eclipse platform, developing the system by adopting Java, and achieving the visually operating interface through Java Swing internal control, additionally the background system adopts MySQL to backup the traffic data extracted from the transportation data file.It is indicated that through analyzing the data from multiple traffic intersections, the performance evaluation system for SURTRAC in this paper is able to achieve sustainable evaluation for the scheduling performance of traffic intersection signal control, providing evidence for the analysis and the further improvement of the efficiency of the scheduling model.
