Recent years, with the rapid development of the domestic 3G network and mobile intelligent terminal, mobile deployment scheduling on mobile operating system has been widely concerned about the public security management and the security industry. Compared with the interphone only voice service support and traditional PDA devices, mobile deployment software will carry more complex multimedia services, at the same time, the complexity of the current society also put forward more demands such as mobile command, high multimedia scheduling. Therefore, on the basis of the intelligent operating system, research to develop mobile scheduling application will have very important significance.In this thesis, we design and realize a mobile scheduling software based on Android. The software combines the latest Android technology and the integration of a variety of Internet communication protocols, can complete the functions including scheduling information intercom, obtaining user location, real-time scheduling video upload, multimedia information transmission. Can be applied to traffic management, mobile security business, has a certain practical value.We refer to the idea of modularization and low coupling design the overall architecture of the software. The software uses the SIP protocol with XML language bearing business logic, GPS information and interactive signal. For multimedia data, we put the ffmpeg in the H.264 codec library ported to the Android platform using Android NDK and JAVA JNI Technology. Audio G.711 and video data is encoded and then packed into the data transmission of RTP stream. RTP protocol will also be responsible for audio and video data receiving from server forwarding. File upload module is realized by FTP protocol. In order to increase the diversity of software we use Baidu map SDK to achieve the map display and real-time navigation.Finally, the software testing results show its good performance and stable function. We have achieved the desired results. The system has an important reference to the development of dispatching terminal software under the Android framework.
