After statistics preliminary, Qingdao in recent years, achieved remarkable results to have better anti-thunder operations, and the city every year has more than 3300 units to detect, about 2500 units to inspect, more than 500 anti-thunder commentary, the volume of business of the anti-thunder is increasing. At the same time the amount of anti-thunder protects of community is also simultaneously increasing. A lot of activities of anti-thunder should keep to social management. However, the current platform of management for the presentation of various types of testing is not intuitive, and unable to realize the real-time dynamic testing of team supervision, while information relative is isolate, unable to be integrated lightning monitoring information and unable to be directly perceived information near detected unit. As the anti-thunder authorities management, how to fulfill regulatory duties according to law, and how to meet the growing demand lightning disaster prevention are an urgent need for deep thinking and a issue to resolve.In this paper, I completed the analysis and design of Qingdao anti-thunder safety supervision platform to make strengthen of the process of anti-thunder safety supervision, anti-thunder safety production tracking inspection, with increasingly sophisticated geographic information system (GIS) and advanced mobile Internet technology to build Qingdao anti-thunder safety supervision system, take city’s key units into regulatory platform, make it real that monitoring of each unit of anti-thunder safety, make strong of the ability to effectively enhance anti-thunder safety supervision. The platform includes phone-based App safety information collection systems, PC-based security management system. The platform architecture is based on J2EE B/S three-tier architecture design patterns:Web page server layer, an intermediate layer and data layers. Web page server is primarily responsible for displaying the report and interfacing system maintenance, using JSP, Servlet, JavaBeans and other technology. Complex intermediate layer logic is encapsulated in the calculation of the intermediate layer, the intermediate layer is provided the page with only input and output interfaces. Intermediate business uses JavaBeans component technology. Data layer is responsible for data modeling and design, data storage and organization, and data backup and recovery, it uses SQL Sever 2008 technology. According to security check processing platform, it is used to explore new processing units, routine testing of finding new business processes, inspection personnel management processes, audit processes or procedures, and it achieves a unit of information query and statistical functions, real-time information exchange capabilities, prompt warning function, moving sign function, monitoring unit classification and management functions, features a series of maps showing the function, and it is the center for all aspects of anti-thunder management personnel, operational personnel, inspection personnel, from basic information gathering, the daily security management, data integration, comprehensive information management decision analysis.The platform in my units is taken into practical application, and the results shows that the platform has been standardized so that anti-thunder supervision and effective implementation of the anti-thunder facilities are more safety and efficacy of supervision; make anti-thunder supervision work efficiency and it enhances greatly strengthen the anti-thunder facilities daily monitoring, supervision. Establishing anti-thunder safety monitoring platform is beneficial for various business activities line lightning round supervision; it helps implement a security risk for the presence of lightning key units, key parts of the follow-up inspection measures and key facilities; it is conducive to lightning safety emergency command, lightning disasters scientific and orderly disposal.
