| With the increasingly popularization of the Internet, a new discourse channel has been built. However, this new discourse channel is derived from technology so that it means not every net citizen can fully and properly execute their discourse power. On the contrary, the execution of discourse power is filled with uncertainty in virtual communities on the Internet.In the beginning of the paper, the author borrows the conception of net public in Communication Studies to define the object of study in a more accurate and appropriate way. Furthermore, in comparison with net citizen, net public can better describe the group of gathering discourse power executors who initiatively accept and disseminate ideas on the Internet. Besides, under the influence of the gathered group itself, net public usually conduct fragmented dissemination and in-depth analyses to form a powerful public opinion.But how is the discourse power realized? The author deems that the behavior of net public executing their discourse power is a kind of social action. On the basis of Max Weber’s Ideal Type of Social Action, the author synthesizes the following three dimensions:emotion, type-shaping and value. And with the three-dimensional analysis, the author elaborates the realization of net public’s discourse power.As to the three-dimensional analysis, first, the author dissects the news consensus of virtual communities in "The Illegal Brick Kiln Affair of Shanxi Province" and "Jocie Guo Incident" to explain how the dimension of emotion influences the realization of net public’s discourse power. And the author clearly points out:the emotional factor is the basis for the realization of net public’s discourse; net public’s discourse is easily motivated but difficultly handled by emotion. Then, the case study of "Yang Dacai Incident" and "Xinjiang Nuts Cake Incident" serves to the elaboration of type-shaping dimension. The author considers:net public’s discourse is a fragment-to-convergence power, which can typically shape the development of the incidents; the lack of corresponding regulation norms is the main reason of shifted discourse power’s type-shaping force; discourse power’s type-shaping degree is significantly affected by the forming of unified public domain, in which the opinion leader plays a key role in the starting point of the type-shaping. Last, the author gives examples of "Xiamen’s PX Event" and "Fire Incident in Lankao" to illustrate the dimension of value. The author concludes that net public’s discourse power has the values of:cognitive formation, social-cultural space and behavior guiding.In the end of the paper, on the basis of three-dimensional analyses, the author summarizes:emotion, type-shaping and value coexist in net public’s discourse power; the game between emotion and type-shaping finally contributes to the level of discourse power’s value. Therefore, the three-dimensional integration of discourse power calls for the supervision and participation of the government; the elimination of the two dimensional opposition requires improved judicial regulation and clear judicial interpretation. Only in this way can the realization of discourse power evolve in favor of the social progress. |
