As a barometer to reflect social reality sound in the virtual world, the development of network public opinion can reflect the effect of government’s management decision in the social reality. Thus, it becomes a research hotspot of experts at home and abroad. Study on the evolution of network public opinion, mostly statistical analysis and interpretation of historical events based on the macro theory, using the method of analysis or micro model design, lack of continuous observation and dynamic simulation. In order to explain the internal mechanism of network public opinion evolution of the whole process, it needs not only the macro theoretical discussion and individual case, need more the event process, the netizens characteristics and effect factor as a whole to comprehensive analysis, network public opinion research in the evolution of Internet users between the interaction mechanism and the evolution rules, so as to provide help for the actual management of network public opinion. Group behavior simulation based on BDI model can design and imitate the behaviors of netizens, more applicable to the dynamic and uncertain information environment.Thus, this research adopts the BDI (Belief, Desire, Intention) model to modeling those who participate in the discussion of specific events, study the development process of Internet users’ "beliefs, desires, intentions" relationship and its formal description, and use Netlogo with the actual case to realize the interactive of BDI-Agent, thereby reproducing the dynamic evolution of the network of public opinion and the internal operation mechanism, to simulate the users group behavior of network public opinion evolution process, summarize the attitudes change under different scenarios, forecast evolution trend of network public opinion. Provide reference for the evaluation of government policies, reconstruction of the discourse power and discourse system, and a positive development guidance of Internet public opinion.
