The X Group Co., LTD (“Group” for short) is a wholly state-owned companyfounded in October of1995with the approval of the State Council. It is one of the53backbone state-owned enterprises directly under the central government, and a superlarge-scale energy enterprise which takes coal as its foundation, covers electric power,railway, port, shipping, coal-to-liquids and coal chemical engineering and integratesproduction, transportation and sale. It is the largest and most advanced coal enterprise ofChina and the largest coal distributor of the world. In particular, the electricity industryhas outstripped China Power Investment Corporation and become the fifth largestpower generation company in China.Some kinds of management problems arose with the enterprise rapid development.Following the development strategy of “scientific development, reconstruction,doubling the economic aggregate in five years and building an internationallycompetitive and first-class coal and energy enterprise” and the Chinese12th five-yearplan, in the next few years, the investments of each part of business will be over100billion RMB Yuan in total each year. How to guarantee the project investmentdecision-making based on the scientific and reasonable, achieve the project costeffective control, ensure the benefit, become no doubt a very difficult and onerous task.In order to further enhance the efficiency of project cost decision, provide a betterservice to an achieving goal of project cost management and business activities, andfinally achieve the company’s cost management in the overall coordination development,the cost management information-based system has been approval and constructed inOctober of2010by Group The project is responsible by Department of ProjectManagement and completed by Information Company, and aims to solve the costinformation sharing, business control problems and other key issues. As the projectmanager, I participated in the research, design, development, training, promotion andonline application process. Meanwhile, I developed a detailed understanding to the costmanagement information-based project. This paper focuses on the standardization,especially describes the system construction of the idea, the realization of system functions, problems and solutions in construction process, which provide the referencefor cost management of the large diversified enterprise project.The online application of the first, second and third stages of this system hasobtained good results, it has also achieved the goal of whole construction process costmanagement and control, which has improved the cost management level of Group, andachieve the target of construction of this system.
