Patent International Application Review Period Monitoring Management System Design And Implementation

PCT is the abbreviation of the Patent Cooperation Treaty. It is an international treatyfor cooperation in the field of patents, aiming to simplify the processes whenapplicants seeking patent protection internationally for their inventions and reduce theduplication work of each office. The PCT system is elaborately designed. One of themost impressive feature of the system is that it brings in various time limits whichmust be complied with strictly. Thus how to reflect the quality and efficiency of thePCT examiner and how to control the progress of the examination turns out to be thefocus of the study.Given the feature of the three stages, namely the receiving of the internationalapplication, the international search and the international preliminary examination,this paper analyzes the background, present situation and the future development ofthe three stages and states the status and role of supervising the time limit.In order tobetter describe and design the needs of users, the UML technology has beenintroduced to build monitoring model of time limit, the flow process monitoringmodel and time limit monitoring database model. Further, architecture design, systemfunction module design, database design has been completed., On the basis of theabove models and the overall design, the basic theories of software engineering hasbeen combined with database technologies to build a system monitoring andmanaging the time limit of PCT applications.This system could be used to achieve early warning management, which enables anexaminer to complete examinations in time and ensure the smooth progress of thefollow-up examination; achieve dynamic monitoring and management review process,which enables the user of the PCT application handle the flow of cases dynamicmonitoring; achieve case review of query and statistical functions,by which the usermakes statistics according to the processes or the completion. Realization of thesystem can be used to dynamically show the situation of each PCT application topromote the quality and efficiency of examination of the PCT business. It can alsoeffectively improve the business communication between normality examinationdepartments, before and after the trial level between different levels of review ofbusiness conduct supervision, interaction, and improve the accuracy of patentexaminers’ understanding of the examination rules and the consistency of implementing the standards, with which to form an effective supervision andmanagement mechanism. With the promotion of examination efficiency, theestablishment of the national intellectual property strategy and a world classIntellectual Property Nation could be expected.
