Highway construction project management has been regarded as a complexengineering, due to its technical difficulty and complexity, various working unitsinvolvement, and long working path as well. Comprehensive study is urgentlyrequired to design an operation mechanism, which could accelerate construction andsupervision of highway construction in a more scientific and systematic way.This article is trying to build a goal for project management, which couldapplied to multiple highway constructions in parrel. Based on the illustration ofrelevant theory and updated research, the author would first analyze the projectmanagement structure and the core business process analysis, system functionstructure are obtained, and furthermore, to develop the components including designgoal and principle, technical infrastructure, database framework, business moduel,topology architecture and the design of hardware configuration. To meet the needs ofmultiple projects management, a2-level management and mobile platform would beintroduced, with full demonstrations both on corporate level which includespre-project management, procurement, demolition, contract, delegation of authority,statistical analysis, and tracking, and on project level including quantitivemanagement, management of change, project schedule, quality management, materialprocurement, contract fulfillment, safety and cost management.A case study of multi-project management system by Guangzhou Highway Co.,Ltd. would be carried out in the final part, with detailed analysis on background,implementation, testing and outcomes, to testify the effectiveness of Highwaymulti-project construction management system to improve the discipline, transparency,forecast and feasibility, and, meanwhile, enhance the management capacity of projectowner to achieve beforehand and real time monitoring.
