Tthe21st century is an information era. Informatization is worldwide trend of social development, also is the key link for our country industry upgrading, and modernization. Promotion of teachers’ information literacy is important work to promote the development of teachers in our country. In2013the ministry of education issued some documents about the implementation of the national primary and secondary school teachers’ information technology applying ability promotion project. According to the requirement of the education departments, and to combine with the actual situations and teachers’ learning needs of primary and secondary schools in panyu district, and to enhance information technology applying ability of primary and secondary school teachers in panyu district, it is necessary to create an online learning platform, which can help teachers learn autonomous learning and network training and can promote teachers’ information technology applying ability. A teacher information literacy promotion platform based on the B/S architecture is designed and implemented, to help teachers in primary and secondary schools to enhance information literacy. The main work of the thesis includes:The background and significance of establishing the teacher information literacy promotion platform is analyzed. The application architecture:SpringMVC and object relational mapping tool:Hibernate are introduced, and Ajax and j Query framework are introduced, and the software development method based on the model:MDA is analyzed, and advantages and disadvantages of various technologies in this paper analyzed, which prepared technologies for the teacher information literacy promotion platform. The requirement of functional modules of the teacher information literacy promotion platform and determined the function of each module is detailly analyzed. The user types as well as the functions of different users in the system are analyzed, and then the functions of the whole system are determined, the functional requirement model of the system is built using UML. All functional modules of the teacher information literacy promotion platform is detailly designed.The design model of teachers’ information literacy promotion platform is given; the design model includes the overall framework, the function modules model, and the data model. In the design model, the framework contains regulation of the system environment and architecture; the functional modules model contains regulation of function and business logic; the data model defines the system data structure and the relationships between data. The four layer architecture of the system is designed in this paper, and the corresponding database is designed, and physical database model is designed using PowerDesigner.A teacher information literacy promotion platform is completed by using Java language and MySQL7.0, gave the key implementation steps and codes of modules and finally listed some results of the modules.A common, easy to expand and maintain, stable and user-friendly teacher information literacy promotion platform is implemented. It provides professional and practical online teacher information literacy promotion services for teachers in primary and secondary after system built and used. It will improve the management of papers in college and will be convenient to teachers to promote information literacy.
