There are new challenges on how the system works between different conditions presented by requirements.This thesis focuses on application and architecture of intelligent video surveillance system. Referring to customer requirements, we discusses the design of scene and rule based video analysis sub-system. This System will be applied to the Tianjin airport as a part of the Airport Security Platform.At first of this thesis we simply introduce key technology of the application of IVS; then we discussed two important algorithms:Moving object detection and object tracking; and in the end we propose a rule-based IVS system implementation.At last of thesis we summary and analyze the test data, then performance optimization for system.
