With the development of communication technology and emergence of diverse mobile terminals, the ratio of video traffic in the global mobile data traffic is gradually increasing. Meantime, users have higher requirements for the quality of experience of the video services. Hence, providing video services with better quality under the limited network resources has become an important research area.Adaptive steaming makes up for the drawbacks of traditional streaming. It can select different video resolutions according to specific device and application scenario. Besides, adaptive streaming technology can adaptively select video bit rate according to the bandwidth so as to provide a high quality user experience under the current network conditions. Unequal error protection (UEP) channel coding which can be applied to adaptive streaming is investigated in this paper so as to deal with performance degradation problem caused by inaccurate bandwidth estimation in current adaptive steaming schemes.This paper proposes an adaptive streaming scheme based on scalable video coding (SVC) which can be applied to both end-to-end and broadcast scenario. At the cost of small overheads, the proposed schemes can provide good UEP by modifying the degree distribution of the UEP-LT code or concatenating punctured convolutional codes and LT codes. The proposed schemes provide superior UEP performance on different quality level symbols and gives greater decoding probability and higher priority to the base layer over the enhancement layers without excessive overhead. Meantime, the proposed delivery ensures that the layer with higher important level completes decoding before the layer with relatively lower important level. Meantime, adaptive streaming can provide a better user experience by utilizing the UEP.In this paper, the performance of coding scheme in terms of overhead and decoding probability is analyzed and the applicability to bandwidth and packet loss rate (PLR) of Dynamic Adaptive Streaming based on HTTP (DASH) and HTTP Live Streaming (HLS) are compared in the simulation. The simulation results have shown that the new adaptive streaming video delivery method is more suitable to the fluctuant bandwidth and has better performance on preventing packet loss.
